The Office of the Secretary of Defense requested that the Army establish a new OTA to address C4ISR and cyber-technology requirements. In response, C5 was formed. Based upon the simplicity and transparency of its business model, C5 was awarded an initial three-year, OTA with the Army in July 2014, and a 10-year, no-ceiling, follow-on OTA in April 2017. CIO-SP3
NITAAC is the designated federal Executive Agent authorized by the Office of Management and Budget (OMB) to administer three Government-Wide Acquisition Contracts (GWACs) for information technology (IT). Noetic is a subcontractor to Cybex on D3I Domain 2. Domain 2, Information Integration and Data Exploitation, will provide enhanced Warfighter capabilities to the USASMDC/ARSTRAT mission by contractually supporting the command's efforts to design, develop, demonstrate and integrate products focused on the development of space, missile defense, and high altitude capabilities that enable the Warfighter to effectively support U.S. Strategic Command, other combatant commands, Department of Defense, other services, and other government agencies.
